Consent Agenda The following items are considered to be routine by the City Council and will be enacted with one motion. Consider the following tort claims recommended for approval: Trevor Scruggs in the amount of $6,032.48, and Melony Hampton in the amount of $1,150.00, and approve the resolutions authorizing the filing of a Friendly Suit and confessing judgment in said amount. 9. Consider the following tort claim recommended for denial: Connie Roney in the amount of $400.00. 10. Consider approving a resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, related to Article A-11-2, Fire Prevention Code, by increasing the fee for fire marshal inspections from $34.50 per hour to $50.00 per hour. 11. Consider approving a resolution requiring revenue generated from the City of Lawton Aquatic Park to be deposited in the Special Revenue Fund to assist with the operations and maintenance of the Aquatic Park and further require that any remaining funds shall be used for the overall operations, maintenance and improvements of Elmer Thomas Park. 12. Consider rescinding Council Policy 10-3, Collection of Fees at the Sanitary Landfill. 13. Consider extending contract CL25-010 Sodium Hypochlorite for Public Utilities to Brenntag Southwest Inc. 14. Consider extending CL24-002 Precast Concrete Manholes (Small) to Primary Structure INC. of Guthrie, OK. The Precast Concrete Manholes (small) are essential for the ability to replace and repair sewer lines, which promotes efficiency and safety for the citizens of Lawton in meeting the “True North Culture Statement”. 15. Consider and take action in re-executing the agreement awarded July 22nd, 2025, with Scott Wampler Construction & Services, LLC, for the construction of waterlines in Map 46 due to the presence of scrivener's errors in the previously executed documents. 16. Consider accepting a grant on behalf of the Lawton Police Department in the amount of $79,258.00 from the Oklahoma Highway Safety Office for the purpose of providing additional traffic enforcement measures in areas identified as higher risk for injury collisions and ratify the Mayor’s execution of the grant document. 17. Consider accepting a grant on behalf of the Lawton Police Department in the amount of $28,594.00 from the Oklahoma Highway Safety Office for the purpose of motorcycle safety education efforts, and ratify the Mayor’s execution of the grant document. 18. Consider approving the as-built plans, maintenance bond, and utility easements for an offsite water line and fire hydrants to serve Chick-fil-a, to be located at 1410 NW 82nd Street, and future phases of Lawton Market Place, and take action as necessary. 19. Consider a request to pay a fee in lieu of onsite stormwater detention for the property located at 5901 SW Lee Blvd in the amount of $115.00. 20. Consider and take action approving the plans, specifications and authorize advertisements for the construction of the Map 44 Water Line Rehabilitation Project PU2502 for replacement of approximately 4,100 linear feet of waterline. 21. Consider approving the claims list from August 8, 2025, through September 5, 2025. 22. Consider approving proposed appointments to boards and commissions. Unfinished Business 23. Consider approving an Agreement between the Lawton Economic Development Corporation (LEDC) and the City of Lawton to fund activities designed to encourage, promote and foster economic/industrial development in the City of Lawton, and authorize the Mayor and City Clerk to execute the Agreement. Business Items 24. Consider approving Council Policy No. 04-08: "Maximize Taxpayer Value Strategy: Cost of Delivery of Services Per Capita As Compared to Peer Cities" in order to increase efficiency and strive to become the most fiscally responsible city in Oklahoma. 25. Consider approving Council Policy 13-02: Measurable Metrics and Performance Standards. 26. Consider approving an ordinance relating to Finance and Tax Increment Financing, amending Section 10-20-101 and 10-20-105 through 10-20-171 and creating sections 10-20-172 through 10-20-181, all in Article 10-20, Chapter 10, Lawton City Code 2015, by correcting inadvertent codification errors resulting from Ordinance 24-081, and ensuring provisions related to the Skills, Training, Education, Development and Investment (STEDI) Project Plan adopted in 2019 and as amended in 2023 and 2024 remain in the Lawton City Code, providing for severability, providing for codification and establishing an effective date. 27. Discuss Council Policy 01-06 and take action as deemed necessary. Staff Reports 28. Receive the annual finance report for FYE 2025. 29. Provide City Council with an update on the FYE 2025 audit process. Executive Session 30. Pursuant to Section 307(B)(1), Title 25, Oklahoma Statutes, consider convening in executive session to discuss the recruitment and selection process for the position of City Attorney, including potential executive search firms and candidates, and, if necessary, take appropriate action in open session.
