To ensure compliance with the Oklahoma Open Meeting Act, the Mayor and Council will receive comments but will NOT engage in direct responses. Consider the following damage claims recommended for approval: Kelvin Reece in the reduced amount of $109.01, and Nevlin Hayle in the reduced amount of $129.71. 7. Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating $787,221.67 in insurance proceeds to the City- at-Large Construction, Improvements and Additions account for roof repairs at Central Mall Plaza. 8. Consider and take action in awarding a contract in the amount of $46,410,000.00 to McMillen, Inc., for the construction of the PU2312 Ellsworth Spillway Rehabilitation Project. 9. Consider and take action in awarding a contract in the amount of $7,751,139 to TIMCO Blasting & Coatings, INC., for the construction of PU2410 Map 58 Waterline Improvements Project. 10. Consider ratifying the actions of the Mayor in signing an addendum to the July 1, 2024 agreement with Crawford and Associates in order to prepare a statistical analysis of the commonalities and differences between the City of Lawton and 6 comparable cities. 11. Consider approval of Final Change Order and Final Payment Application to T&G Construction on Project PW2303 Citywide Pavement Rehabilitation Project “A” and thereby accepting the project and placing maintenance bond into effect. 12. Consider approving the attached amended budget to the support agreement between the Lawton Youth Sports Trust Authority and the City of Lawton for FYE25. 13. Consider awarding (RFPCL25-022) Printing, Copying and Maintenance Services to High Tech Office Systems of Lawton, Oklahoma. 14. Consider extending contract (CL23-015) Liquid Oxygen with Matheson Tri- Gas, Inc. 15. Consider extending contract (CL24-019) Boarding & Securing Abatement with Sonrise Adult & Teen Challenge of Cache, OK 16. Consider extending RFPCL24-017 City of Lawton Security Contract with Triangle Security Services, LLC of Lawton, Oklahoma. 17. Consider approving plans and specifications for Engineering Project EN2204 - SW 11th Street Bridge over Wolf Creek & Overflow and authorize staff to advertise for bids. 18. Consider adopting the Streets & Bridges Council Committee's recommendation to disapprove a request to add wayfinding signs on 27th Street for the purpose of directing the public to the Center for Creative Living. 19. Consider providing direction to the City Manager to initiate discussions with the Salvation Army regarding the potential acquisition or conveyance of real property for the purpose of establishing a transitional outdoor shelter program, and to evaluate associated legal and operational considerations, including the mitigation of liability. 20. Consider approving the Record Plat for Lawton Market Place Phase V and take appropriate action as deemed necessary. 21. Consider approving the minutes of the March 25, 2025 Regular Meeting and March 31, 2025 Special Meeting. Unfinished Business 22. Consider accepting a $10,000.00 donation from Eisenhower High School/Lawton Public Schools to the Library as this year's BEAK (Building Empathy And Kindness) fundraiser to be designated for literacy-related activities. Business Items 23. Receive a presentation and consider accepting the financial statements and audit reports on the City of Lawton for the fiscal year ended June 30, 2024, as presented by FORVIS-MAZARS, LLP. 24. Discuss the current service model of the Utility Services Department, including customer wait times at the service counters and drive-through kiosk, consider options to improve accessibility and efficiency, and take action as deemed necessary. 25. Hold a public hearing to consider a request for a Use Permitted on Review to allow a privately owned community center, offices, and non-transient congregate living to be in a Public Facility (P-F) zoning classification district, more specifically located at 1502 SW I Ave, Lawton, OK 73501 and take appropriate action as deemed necessary. 26. Consider a request from the City Manager to waive the requirements of Sections 2, 3, and 4 of Council Policy 4-1, and Council Policy 4-7 for the FY26 budget, and take appropriate action as deemed necessary. 27. Consider a request from the City Manager to waive the requirements of Council Policy 4-7 for FY25, and take appropriate action as deemed necessary. 28. Consider an ordinance pertaining to Finance and Taxation by amending Section 10-2-205, Article 10-2, Chapter 10, Lawton City Code, 2015, by removing language specifying general sales tax collected from the sale of medical marijuana and medical marijuana products sold pursuant to a State of Oklahoma license to be used for the repair of existing sidewalks and construction of new sidewalks, providing for severability, and establishing an effective date. 29. Discuss current municipal jail operational costs, challenges, and facility requirements, and direct the City Manager to evaluate the financial and operational feasibility of contracting jail services to external providers.
