Consider the following tort claim recommended for approval: Bernard Hogan Jr., in the amount of $10,980.73, and approve a resolution authorizing the filing of a friendly suit and confessing judgment in said amount. 6. Consider the following tort claims recommended for denial: Keith Roberts in the amount of $92,000.00, LaNeal Pewewardy in the amount of $9,500.00. 7. Consider approving a resolution amending the City of Lawton FY25 budget, as amended, by appropriating $120,000.00 to the Health Insurance Fund for payment of insurance premiums, $1,110.00 to the Officer Training Fund for court administrative fees due to the General Fund, and $13,116,000.00 to the 2019 Capital Improvement Fund for projects funded by the Oklahoma Business Expansion Incentive Program and the DWSRF 2023C Loan. 8. Consider approving a Resolution amending the City of Lawton FY25 budget, as amended, by appropriating a transfer of $484,423.70 from the General Fund to the CDBG Fund in accordance with the direction from City Council made on January 28, 2025, and appropriate the same $484,423.70 to the CDBG Fund for repayment of funds to HUD. 9. Consider and take action with respect to Resolution No. 25-____ of the City of Lawton, Oklahoma approving action taken by the of the Lawton Water Authority amending the water rate for Goodyear Tire and Rubber Company and adopting the amended fee schedule. 10. Consider adopting a Resolution of Necessity for the acquisition of real properties for the US-62 Interchange Project at Goodyear Boulevard, Project #EN2104. 11. Consider renewing a professional services agreement retaining the law firm of Hawkins, Delafield & Wood LLP as Disclosure Counsel in connection with the issuance of the City's General Obligation and other Bonds that must comply with applicable municipal securities regulations, including continuing disclosure requirements regarding the City's financial statement and annual financial information/operating data relating to each Bond Issue. 12. Consider approving the retainer agreement with James C. Ferguson of Walker, Ferguson, Ferguson and Derouen at a reduced rate for this fiscal year of $135.00 per hour, for the defense of workers' compensation claims and authorize the Mayor and City Clerk to execute the agreement. 13. Consider approving an agreement for professional services between the City of Lawton and Farzaneh Law Firm, PC for their expertise relating to employment visas for select City of Lawton employees and authorize the Mayor and City Clerk to execute the Agreement. 14. Consider approving an agreement for professional services between the City of Lawton and Dunlap Codding, P.C., for their expertise in trademark searches and trademark applications and authorize the Mayor and City Clerk to execute the agreement. 15. Consider renewing the professional services agreement with McAfee & Taft for legal services related to the City's pension system, employment/labor related issues and other areas as requested by the City, and authorize the Mayor and City Clerk to execute the Agreement. 16. Consider authorizing the City Council and Mayor to enter into a required Microsoft Agreement, which allows continued use of our current Microsoft 365 Electronic Mail Service and Office applications, and accept an updated pricing proposal from United Data Technologies to purchase Microsoft 365 Electronic Mail and Productivity Software as a Service (SaaS), and authorize the execution of all appropriate documents. 17. Consider approving annual agreement renewal between the City of Lawton and the Lawton CrimeStoppers, Inc. 18. Consider approving the renewal of an annual agreement between the City of Lawton and Comanche County - County Commissioners for the purpose of providing financial assistance to the County to assist with maintaining and operating the Comanche County Regional Juvenile Detention Center. 19. Consider approving a memorandum of understanding with the Board of County Commissioners of Comanche County, Oklahoma, authorizing the Lawton Police Department to assist with the transportation of Comanche County Regional Juvenile Detention Center residents in the event of an emergency situation that renders the detention center unable to sustain operations and necessitates the relocation of its base of operations. 20. Consider approving the annual Children’s Emergency Resource Center agreement between the City of Lawton and the Marie Detty Youth and Family Services Center, Inc. for the continued establishment and operation of a program for juvenile misdemeanor offenders. 21. Consider approving the Mutual Aid Agreement (MAA) between Sheppard Air Force Base and the City of Lawton Fire Department for the benefit of fire protection as defined in the agreement. 22. Consider awarding a construction contract to Sewell Bros., Inc. on Project EN2204-Bridges & Approaches, SW 11th St over Wolf Creek & Wolf Creek Overflow in the amount of $2,603,588.47. 23. Award contract CL25-024 Sulfuric Acid, a chemical used in water treatment for potable use, to the lowest responsive bidder, Gasochem International of Houston, Texas, as the primary vendor, and Univar Solutions of Dover, Florida, as the secondary vendor. 24. Consider extending contract CL24-021 Bulk Fuel Delivery with Glenn Oil Company for Lakes Lawtonka and Ellsworth sites, Landfill, Medicine Park Water Treatment Plant, Wastewater Treatment Plant, and all emergency generator sites. 25. Consider extending the contract (CL24-020) HVAC Services with T&M Solutions, LLC and Miller Noble Heating & Air Conditioning. 26. Consider and take action in approving Change Order no. 1 reducing the contract by $166,900 and adding 163 days to the project time, accepting the project in the final contract amount of $1,799,100 and placing the maintenance bond into effect for the Medicine Park Water Treatment Plant Filter Improvements PU2314 as constructed by Howard Construction, INC. 27. Consider and acknowledge receipt of Permit No. SL000016241051 for the construction of Belmont Liftstation and Forcemain Project PU2405 from the Oklahoma Department of Environmental Quality. 28. Consider extending contract RFPCL23-031 Workers’ Compensation Administrative Services with United Safety and Claims, Inc. of Tulsa, OK for an additional year. 29. Consider extending contract RFPCL23-032 Temporary Employment Services to Express Employment Professional of Edmond, OK for an additional year. 30. Consider rejecting all bids for RFPCL25-017 Dry Stall Structure at Lake Lawtonka – Robinsons Landing. 31. Consider the implementation of recommended traffic control devices in the form of a forced turn island at the intersection of NW Cache Rd NW 23rd Street, on the north side of the intersection. 32. Consider accepting a grant up to $70,000.00 to the Library from The Priddy Foundation to be designated for operational support and authorizing the Mayor to sign the contract and any reporting paperwork required. 33. Consider approving the Claims List for April 18, 2025 through May 15, 2025. 34. Consider approving the minutes of the May 13, 2025 City Council Meeting. Business Items 35. Hold a public hearing to receive input from the citizens of Lawton regarding the City of Lawton’s proposed budget for fiscal year 2026, and, after due consideration of the City Manager’s proposals and citizens’ input thereon, provide direction to finalize the budget or take action to approve the budget (with any revisions) by resolution as deemed appropriate. 36. Receive and discuss funding recommendations concerning the City’s Hotel/Motel Tax Fund, and receive direction to adopt, modify or revise said recommendations concerning the staff’s FY26 hotel/motel tax recommended expenditure list. 37. Consider approving a resolution repealing Resolution 93-68, authorizing the transfer of the existing fund balances and establishing an effective date. 38. Consider an ordinance pertaining to Stormwater and Floodplain Management, amending Section 19A-1-1-106 and 19Aa-1-1-107, both in Division 19A-1-1, and Section 19A-1-2-124, Division 19A-1-2, all in Article 19A-1, Chapter 19, Lawton City Code 2015 by updating the account that drainage in-lieu-of on- site detention fees are collected, modifying the responsibilities of the Stormwater Drainage Advisory Committee, establishing the purposes of the Stormwater Maintenance Fee, providing for severability and establishing an effective date. 39. Consider a resolution amending Article A-22-1, Chapter A-22, Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, pertaining to Utilities, by merging the Stormwater Management and Drainage Maintenance fees together and not increasing the fee. Executive Session 40. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the status of an ongoing investigation concerning CDBG funds and other Housing Division related matters, and if necessary, take appropriate action in open session. 41. Pursuant to Section 307B.1, Title 25, Oklahoma Statutes, consider convening in executive session to review the employment of John Ratliff as City Manager, and in open session take other action as necessary.
