Consider awarding a construction contract to Ellsworth Construction OKC, LLC dba A-Tech Paving of Oklahoma City, Oklahoma on Project PW2502- Elmer Thomas Park Aquatic Center Parking Lot Paving in the amount of $501,764.57. 7. Consider approving a request to enter into a Memorandum of Understanding between the City of Lawton and the Comanche County Board of Commissioners to reimburse the City $196,900 ($128,700 for the Lawton Enforcement Mobile Site License and $68,200 for the Fire/EMS Mobile Site License) by June 1, 2026. 8. Consider approving a contract supplement for WSB Consulting Inc, for the continued service to manage the pavement maintenance program through June of 2025. 9. Consider and approve Amendment No. 1 to the WWTP Phase II Design contract with Garver, LLC, PU2103 in the amount of $403,063 to design Primary Clarifiers rehabilitation as part of Phase ll wastewater treatment plant Phase ll upgrades. 10. Consider approving Amendment No. 4 in the amount of $40,311.11 for MA+ Architecture, LLC for Engineering Project EN2004A City Hall Renovation, which compensates MA+ Architecture, LLC for additional services not included in the original contract fee. 11. Receive a notification regarding approval of Change Orders No. 5 ($4,121.28), No. 6 ($2,152.35) and No. 7 ($7,421.60) with ODOT on Project EN1208- Gore Boulevard Reconstruction from 67th to 82nd St, the Department of Transportation of the State of Oklahoma Project Number JO19144(04), State Job Number STP-116B(059) MS. 12. Consider authorizing the Oklahoma Department of Wildlife Conservation to construct a boat ramp and parking area adjacent to Gondola Lake for the purpose of improving recreational access to Gondola Lake in Medicine Park, Oklahoma. 13. Consider approving the Initial Pricing Recommendation for the New Aquatic Facility Inaugural Season and take appropriate action as deemed necessary. 14. Consider determining the actual costs of the dismantling and removal of dilapidated buildings and other expenses that may be necessary in conjunction with same by approving invoices for demolition of properties as required by State Statue 11-22-112.4 for properties located at 1401 NW Lawton Avenue, 6102 SW Park Avenue, 1813 SW McKinley Avenue, 1401 NW Ozmun Avenue, 1401 SW 8th Street, 2706 NW 19th Street, 1209 SW 23rd Place, 813 SW F Avenue, 108 NW 14th Street, 1406 NW Williams Avenue and 622 SW Highland Avenue 15. Consider approving the Claims List for March 14, 2025, through April 17, 2025. 16. Consider approving appointments to boards and commissions. 17. Consider approving the minutes of the April 8, 2025, April 11, 2025, and April 16, 2025 Council meetings. Business Items 18. Consider approving a resolution of the City of Lawton (the “City”) establishing and declaring its official intent to reimburse the City’s general fund on behalf of one or more of the public trusts of which the City is the beneficiary for expenditures relating to acquisition, construction, equipping, renovating, and improving of certain capital improvement projects for the benefit of the City, said reimbursement being anticipated to be funded from the proceeds of the bonds issued for the same said acquisition, construction, equipping, renovating and improving of certain capital improvement projects for the benefit of the City; and containing other provisions relating thereto. 19. Discussion and possible action with respect to a resolution approving and authorizing the Lawton Metropolitan Area Airport Authority to incur indebtedness by the issuance of its Revenue Note Series 2022A (AMT)(the “Note”) and approving an amendment to the Lawton Metropolitan Airport Authority Revenue Note, Series 2022 (ATM) in the amount not to exceed $9,350,000; waiving competitive bidding for the sale of the Note and approving the sale of said Note to Arvest Bank; and containing other provisions relating thereto. 20. Hold a public hearing and consider an ordinance for a change of zoning request from Mark’s Corner, LLC from the C-1, Local Commercial District to C-5, General Commercial District zoning classification for Lot 14, Block 1, Great Plains Addition Part 1, located at 1421 NW Great Plains Blvd, Lawton, OK 73505 and take appropriate action as deemed necessary. 21. Hold a public hearing and consider a request from the City’s Public Works Department to close a portion of the alley located near SW I Avenue between SW 8th Street and SW 9th Street, and authorizing the Mayor and City Clerk to execute the ordinance and utility easement. 22. Hold a public hearing and consider a request from the City’s Public Works Department to close the north approximately 150’ of the alley located near NW Denver Avenue and NW 31st Street, just to the east of 3106 NW Denver Avenue for the purpose of constructing a drainage berm, and authorizing the Mayor and City Clerk to execute the ordinance and utility easement. 23. Receive an update from the Chairman and Vice-Chairman of the Youth and Family Affairs Committee on the Committee's annual written report, which is due to the Council by May 1st of each year, as well as an update on the implementation of the new policies and procedures outlined in City Council Ordinance 24-78. 24. Consider approving an ordinance pertaining to Utilities, amending Section 22-1-4-144, Division 22-1-4, and creating Section 22-1-4-145, both in Article 22-1, Chapter 22, Lawton City Code 2015 by eliminating exemptions and certain price reductions from landfill fees, creating state fee requirements, providing for codification, providing for severability and establishing an effective date. 25. Consider approving a Resolution amending Article A-22-1, Chapter A-22, Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, pertaining to Utilities, by including state fee requirements into the schedule and eliminating exemptions and certain price reductions from landfill fees. 26. Consider approving an Ordinance pertaining to Business by creating Section 7-36-1-3601 through 7-36-1-3606, Division 7-36-1, Article 7-36, Chapter 7, Lawton City Code 2015, by creating the requirement for commercial pet establishments to obtain an annual license to operate within the City of Lawton, creating what needs to be submitted as part of the application, creating the standards for this establishment, providing for severability, providing for codification, and establishing an effective date. 27. Consider approving a Resolution amending appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, pertaining to Chapter 7, Business by creating Article A-36 and establishing an effective date. 28. Consider approving a resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, as amended, by implementing a six-month moratorium on the requirement that revenues generated from a capital outlay fee on the utility bill be restricted to the purchase or lease purchase of wheeled or track vehicles only, and establishing an effective date. 29. Per the recommendation of the Council Fee Committee, consider approving a Resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, to include a 12% Consumer Price Index (CPI) adjustment to eligible fees in Appendix A of the Lawton City Code, 2015, for inclusion in the FY26 budget, with no increase to utility bill line items, stormwater fees, aquatic center pricing, or state-mandated fees, all of which are exempt from this adjustment and establishing an effective date. 30. Consider approving an Ordinance pertaining to Business by amending Sections 7-28-1-2802, through 7-28-1-2803, 7-28-1-2806, and 7-28-1-2807; Division 7-28-1, Article 7-28, Lawton City Code 2015; by adding the requirement that a copy of the Oklahoma Sales Tax Permit be provided as part of the application, changing the Director of the Building Development Department to the Supervisor of the Building Division or their designee, removing the existing home occupations language that states that those operating prior to March 31, 1994, shall be registered by that date, providing for severability and establishing an effective date. 31. Consider approving an Ordinance pertaining to Offenses and Crimes by amending Section 16-4-2-424, Division 16-4-2, Article 16-4, Chapter 16, Lawton City Code, 2015, by creating the requirement for when a special permit is issued outside of normal working areas the City Manager shall be notified within 24 hours and City Council shall be notified at the next City Council meeting, providing for severability and establishing an effective date. 32. Consider an ordinance pertaining to Finance and Taxation, amending Section 10-2-205, Article 10-2, Chapter 10 of the Lawton City Code, 2015, to temporarily suspend the restricted usage of general sales tax collected from the sale of medical marijuana and medical marijuana products for a set period of July 1, 2025, to June 30, 2026, providing for severability and establishing an effective date. Staff Reports 33. Provide City Council with an update on the Monthly Sales Tax Revenue for the 3rd quarter FY2025. 34. Provide City Council with an update on the ease of taking payments. Executive Session 35. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the United States District Court for the Western District of Oklahoma titled Kent Jackson, as the Personal Representative of the Estate of Isreal Williams v.
