Consider the following tort claims recommended for approval: Terry Jones, d/b/a Barefoot LLC. in the reduced amount of $9,173.15, and Stacy and Robert Wehmeyer in the reduced amount of $2,100.28. 3. Consider the following tort claim recommended for denial: Maria Diaz, through her attorney Vickie Leyja in the amount of $22,929.97. 4. Consider approving a resolution restating and confirming the base sales and use tax revenues and the formula for determining the sales and use tax increments for Increment District NO. 2, City of Lawton; and directing and confirming the apportionment of such increments derived therefrom. 5. Consider awarding a contract to M&M Wrecking, Inc, in the amount of $69,813.00 for the demolition of the property located at 1514 SW Lee Blvd. 6. Consider approving an agreement for Insurance Broker with INSURICA Insurance Management Network. 7. Consider and take action in entering into a Project Development Agreement between the City of Lawton and Johnson Controls, Inc., (JCI) to develop Facility Improvement Measures for various City-owned facilities in the amount not to exceed $180,000. 8. Consider and take action in approving Amendment Number 11 to the Master Services Agreement with Jacobs Engineering Group, INC, in the amount not to exceed $352,195 for design and support services during construction of a sanitary sewer main extension that will support development in the west industrial park area and to support the incoming Firehawk Aerospace facility. 9. Consider and authorize the installation of a 4" water line to replace the existing line servicing the Wedgewood Water Association and direct the City Manager to determine payment options for the delinquent water bill payment overages and continued revenue losses as recommended by the Water Conservation Council Committee meeting on November 21, 2025 at 11 am. 10. Approve up to $1.5 million in CIP funding for road maintenance, in accordance with Resolution 24-126 as part of the PROPEL 2040 CIP Program. 11. Consider approving a Second Amendment to the Employment Agreement between the City of Lawton and John Ratliff, and authorize the Mayor and City Clerk to execute the Agreement. 12. Consider approving the record plat for Rolling Hills Development Part 5B, accepting the street and drainage improvements, and maintenance bond. 13. Consider granting an underground right-of-way easement to PSO to serve the new Lawton Animal Welfare building to be located at 1701 SW Lee Boulevard, and authorizing the Mayor to execute the easement document. 14. Consider approving the Second Amendment to the Employment Agreement between the City of Lawton and Donalynn Blazek-Scherler, and authorize the execution of the Agreement. 15. Consider approving the claims list from November 29, 2025, through December 7, 2025. Business Items 16. Consider holding a public hearing and recommend approval of the Environmental Review Record (ERR) for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs' proposed projects and activities for Federal Fiscal Year 2025. 17. Consider a request from the property owner for additional time to remodel the structure located at 708 SW I Avenue, per Section 6-1-1-108 Section D that states after 180 days the property will go back to City council for specific authorization by the Council. 18. Consider holding a public hearing and approving a resolution creating the Willow Springs Neighborhood Water Main Improvement District, directing staff to move forward with the construction of the improvements. 19. Per Council Policy 1-6, Council Rules of Procedure, paragraph 5, section E, subsection c, reconsider holding a public hearing and reconsidering an ordinance for a change of zoning for four lots located on the north side of SW Washington Avenue between SW 17th Street and SW 18th Street, Lawton View Addition, from the R-1 Single-Family Dwelling District to R-2 Two- Family Dwelling District zoning classification, and take action as deemed necessary. 20. Consider holding a public hearing and considering an ordinance for a change of zoning for twelve lots located between SW NH Jones Avenue and SW Douglas Avenue and between SW 18th Street and SW 19th Street, from the R- 1 Single-Family Dwelling District to R-2 Two-Family Dwelling District zoning classification, and take action as deemed necessary. 21. Consider holding a public hearing and approving an ordinance pertaining to Planning and Zoning amending Section 18-1-1-114, Division 18-1-1, Article 18-1, Chapter 18, Lawton City Code, 2015, by amending when a site plan and/or binding site plan is required as part of a rezoning application, providing for severability and establishing an effective date. 22. Consider holding a public hearing and approving an ordinance pertaining to Planning and Zoning amending Section 18-6-14-646, Division 18-6-14, Article 18-6, Chapter 18, Lawton City Code, 2015, by adding data center as a permitted use within an I-1 Restricted Manufacturing and Warehouse District, providing for severability and establishing an effective date. 23. Consider holding a public hearing and approving an ordinance pertaining to Planning and Zoning amending Sections 18-6-12-623 and 18-6-12-624, Division 18-6-14, Article 18-6, Chapter 18, Lawton City Code, 2015 by adding cigar bar and hookah lounge as a permitted use within an C-5 General Commercial District as long as it’s located on an arterial road and adding cigar bar and hookah lounge as a use permitted on review within an C-5 General Commercial District when not located on an arterial road; providing for severability and establishing an effective date. 24. Consider holding a public hearing and approving an ordinance pertaining to Planning and Zoning amending Section 18-8-1-804, Division 18-8-1, Article 18-8, Chapter 18, Lawton City Code, 2015 by adding that the erection of an accessory building that is used for storage only associated with a commercial or industrial use does not require additional parking spaces; providing for severability and establishing an effective date. 25. Consider approving a resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, as amended, by extending the current six- month moratorium on the requirement that revenues generated from a capital outlay fee on the utility bill be restricted to the purchase or lease purchase of wheeled or track vehicles only by another six months, and establishing an effective date. 26. Consider a resolution approving the official names of conference rooms used for public meetings within Lawton City Hall. 27. Consider approving an ordinance adopting and enacting a code of ordinances of the City of Lawton, Oklahoma; providing for the repeal of certain ordinances not included therein, except as hereafter provided; providing for the effective date of the Lawton City Code, 2025; providing for the sale and copies in the City Clerk's Office; providing for supplements or changes to Code; providing for codification; and by a separate motion and vote, declare an emergency. 28. Consider approving a resolution directing the filing and notification of the publication of the Lawton City Code, 2025, and establishing a fee for the sale of the Lawton City Code, 2025. 29. Consider approving an Ordinance pertaining to Recreation by amending Section 19-7-701, Article 19-7, Chapter 19, Lawton City Code, 2015; by setting specific hours of operations for the City owned parks, by allowing for specific requests to extend the hours to be approved by the Director of Parks and Recreation, prohibiting after hours use of the park unless permission has been obtained by the City, providing for severability, and establishing an effective date. 30. Receive a recommendation from the Streets, Bridges, and Building Development Committee concerning action on the bids for Project PW2504P8, Ad Valorem Streets Projects. Staff Reports 31. Provide a report on Camera Installation Locations in City Parks. 32. Receive the annual report from the Director of Finance on Capital Improvement Program (CIP) Projects. Executive Session 33. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the United States Court for the Western District of Oklahoma titled Sabrina Turner v. City of Lawton, et al, Case Number 5:25-cv-00987, and if necessary, take appropriate action in open session. 34. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the District Court of Comanche County titled Thelma Marsha Pendley vs. City of Lawton, Case No. CJ-2017-44, and if necessary, take appropriate action in open session. 35. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the District Court of Comanche County titled Thelma Marsha Pendley vs. City of Lawton, Case No. CJ-2022-246, and if necessary, take appropriate action in open session. 36. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the status of an ongoing investigation concerning the Tenant Based Rental Assistance (TBRA) program, and if necessary, take appropriate action in open session. 37. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss a pending claim involving potential litigation related to previous property insurance coverage provided by OMAG and, if necessary, take appropriate action in open session. To ensure compliance with the Oklahoma Open Meeting Act, the Mayor and Council will receive comments but will NOT engage in direct responses. Each speaker is allotted 3 minutes, with a maximum of 9 minutes per topic, and Audience Participation is limited to 30 minutes total.
