Consider approving a resolution amending the City of Lawton FYE26 budget, as amended, to appropriate $40,000.00 from a FEMA reimbursement for a swiftwater rescue deployment to the Fire Operations-Supplies, Tools, and Equipment account 1007501-51000 for funding new and replacement swiftwater rescue gear and equipment. 5. Consider approving a resolution authorizing the installation of one 250 watt LED fixture on wood pole at the Southeast corner of the intersection of NE Rogers Lane and I-44 Interstate exit ramp in conjunction with the Rogers Lane Lighting Project. 6. Consider approving a resolution amending Appendix A, Chapter A-19, Article A-19-1, General Lake and Recreation, and Appendix A, Chapter A-19, Article A-19-5, Schedule of Fees and Charges, Lawton City Code, 2015, by keeping School House Slough dry-stall annual lease rates at the existing 2025 rates, and raising Ralph’s Resort annual boathouse fees to be consistent with the current concessionaire. 7. Consider extending contract (CL24-008) Heavy Equipment Service and Parts to C.L. Boyd Co. Inc. of Oklahoma City, Ok. 8. Consider and take action approving the plans, specifications and authorize advertisement for the construction of the Transite Water Lines Replacement Project PU2504 to replace high-maintenance water lines throughout the city. 9. Consider and take action in awarding a contract in the amount of $3,425,000.00 to Southern Infrastructure Group, LLC, for the construction of Gondola Lake Dam Improvements Project PU2411 to rehabilitate the existing dam structure. 10. Consider approving a Task Order for providing engineering services related to Project PR2502- School House Slough Parking Lot/Road Pavement Project for the design of improvements at the entrance road to the existing School House Slough site on Lake Lawtonka. 11. Consider and take action in awarding a contract in the amount of $1,733,638.00 to TIMCO Blasting & Coatings, INC., for the construction of the Map 44 Water Line Replacement Project PU2502 to replace approximately 4,100 linear feet of existing water line. 12. Consider approving Amendment No. 3 to the professional design services agreement with H.W. Lochner, Inc. on Project EN2106 –Bridge Rehab. 13. Consider approving an agreement between the Lawton Heritage Association and the City of Lawton to fund activities by the Association designed to encourage, promote and foster tourism and economic development in the City, and authorize the Mayor and City Clerk to execute the agreement. 14. Consider approving an amendment to Council Policy 1-6: Council Rules of Procedure by adding “trust authorities” to the list of entities that City Council can create and requiring the council members will not submit or receive a nomination for a trustee that would cause them to serve for more than nine consecutive years; to require individuals who sign up to speak to personally address the City Council; to prohibit speakers from delegating their time or designating another person to speak on their behalf, except when accommodations such as interpreters are needed; to allow owners of business in the City of Lawton to speak during audience participation; and to require all Lawton residents wishing to speak during the meeting to submit a Request to Speak Form before the meeting is called to order. 15. Consider accepting $20,000.00 from Builders Investment Group LLC and approving a Release of Lien for several liens on several properties bought at the county tax resale or from the county directly, allowing the developer to continue building brand-new, affordable duplexes and cottages across the City of Lawton. 16. Considering accepting a letter of request from the Lawton Metropolitan Planning Organization (LMPO) and approving an amendment for each one of the three memorandums of understanding the City has with the LMPO for the annual grants managed by the LMPO, allowing the LMPO to retain a total of $150,000 for future transportation related contracts. 17. Consider accepting a reimbursement of $196,903.26 from the Lawton Metropolitan Planning Organization (LMPO) in accordance with the annual memorandum of understandings between LMPO and the City, and consider approving a resolution amending the City of Lawton FYE26 budget, as amended, to appropriate said reimbursement to the Capital Improvement Fund for the Gore Boulevard Traffic Signalization Timing Project. 18. Consider accepting the Health Literacy grant of $5,000 from the Oklahoma Department of Libraries for health literacy activities and authorizing the Mayor to sign necessary paperwork. 19. Consider ratifying the City Manager's decision and execution of a settlement agreement to accept a reduced payment for existing liens for the properties located at 407 SW 17th Street, 2525 SW J Avenue, and 2805 SW I Avenue in order to align with the City's goal of fostering neighborhood improvement and providing affordable housing options for the community. 20. Consider approving an agreement between the City of Lawton and Comanche County authorizing the County to operate and burn debris on City property at Lake Ellsworth, to include the execution of an agreement concerning the same and any other necessary documents. 21. Consider approving a mutual access easement and usage agreement with Richard Garcia and Pamela Garcia for a portion of existing SW 3rd Street, south of SW Douglas Ave, to ensure continued legal public access to the property located at 2102 SW 3rd Street, and authorizing the Mayor and City Clerk to execute the agreement. 22. Consider determining the actual costs of the dismantling and removal of dilapidated buildings and other expenses that may be necessary in conjunction with same by approving invoices for demolition of properties as required by State Statue 11-22-112.4 for properties located at 2002 NW 19th Street, 1612 NW Taft Avenue, 601 NW Dearborn Avenue, 406 NW 6th Street, 1012 SW Monroe Avenue, 1206 NW Euclid Avenue, 1003 SW 66th Street, 1803 NW 40th Street, 617 SW Doolittle Avenue, 1211 NW Bessie Avenue, 2613 SW E Avenue, and 710 SW I Avenue. 23. Consider approving the claims list from November 8, 2025, through November 28, 2025. 24. Consider approving proposed appointments to boards and commissions. Unfinished Business 25. Receive a report from the Housing & Community Development Administrator regarding the current status of a Tenant Based Rental Assistance (TBRA) with the Lawton Housing Authority (LHA) and take action as deemed necessary. Business Items 26. Hold a public hearing for the purpose of giving any interested persons the opportunity to be heard in support of or opposition to the proposed Third Amended Lawton Downtown Economic Development Project Plan, pursuant to the Local Development Act, 62 O.S. §850, et seq., and consider approval of an ordinance pertaining to the Lawton Tax Increment Financing Regulation amending Article 10-15, Chapter 10, Lawton City Code, 2015, approving the Third Amended Lawton Downtown Economic Development Project Plan; reducing the area within the boundaries of Increment District No. 2, City of Lawton; identifying and establishing the boundaries of two increment districts; deferring the naming and the date of creation for the two increment districts; designating and adopting project area boundaries; adopting certain findings; authorizing the use of ad valorem, sales, use, and occupancy tax increment revenues apportioned from increment districts for the payment or financing of eligible project costs; ratifying and confirming the actions, recommendations, and findings of the Review Committee and the City Planning Commission; providing for severability; providing for codification; and by separate motion and vote, declaring an emergency. 27. Consider a request from the property owner for additional time to remodel the structure located at 511 NW Bell Avenue, per Section 6-1-1-108 Section D that states after 180 days the property will go back to City council for specific authorization by the Council. 28. Consider approving the agreement between the Mountain Bike Club of the Wichitas' and the City of Lawton for construction of new bridge on the SW corner of Lake Lawtonka. 29. Consider approving an ordinance pertaining to Utilities, Amending Sections 22-4-1-410 And 22-4-1-412 , both in Division 22-4-1, Article 22-4, Chapter 22, Lawton City Code 2015 by adding provisions for abandoned shopping carts to be considered bulk waste, clarifying bulk waste terminology and setting fees as such, providing for severability and establishing an effective date. 30. Consider approving an Ordinance pertaining to Business Licenses by repealing and reserving Section 7-32-1-3201 through 7-32-1-3204, Division 7- 32-1, Article 7-32, Lawton City Code, 2015; by removing the scrap metal dealers requirements from Chapter 7, providing for severability and establishing an effective date. 31. Consider approving an Ordinance pertaining to Offenses and Crimes, by creating Sections 16-5-5-501 through 16-5-5-504, Division 16-5-5, Article 16- 5, Chapter 16, Lawton City Code, 2015; by moving the requirements for the scrap metal dealers from Chapter 7 to Chapter 16 of the Code, adding the City of Lawton as an exempted seller, providing for severability and establishing an effective date. 32. Consider approving a resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, as amended, by establishing fees for the collection and storage of abandoned shopping carts and establishing an effective date. 33. Consider holding a public hearing and approving a certificate for a Use Permitted on Review request to allow the construction of a townhouse development on Lots 13–18, Block 14, College Addition, located at 2614, 2616, 2618, 2620, 2622, and 2624 SW D Avenue, Lawton, OK 73505, waiving two of the townhouse development requirements per the City Planning Commission's recommendation, and take appropriate action as deemed necessary. Executive Session 34. Pursuant to Section 307(B)(1), Title 25, Oklahoma Statutes, consider convening in executive session discuss the continued employment of the city manager, specifically to conduct the annual performance review of John Ratliff, City Manager, and, in open session, take other action as necessary. 35. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending case in Comanche County District Court titled John D. Horton v. City of Lawton, et al., Case No. CJ-2025-691, and if necessary, take appropriate action in open session. 36. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss a pending claim and potential litigation involving the demolition of property located at 401 Summit Avenue and, if necessary, take appropriate action in open session. 37. Pursuant to Section 307(B)(1), Title 25, Oklahoma Statutes, consider convening in executive session discuss the continued employment of the city clerk, specifically to conduct the annual performance review of Donalynn Blazek-Scherler, City Clerk, and, in open session, take other action as necessary. Audience Participation Lawton citizens who have completed a Request to Speak Form and wish to address business not listed on the agenda may step forward at this time. To ensure compliance with the Oklahoma Open Meeting Act, the Mayor and Council will receive comments but will NOT engage in direct responses. However, they may refer matters to the appropriate department or individual for further consideration and follow-up action. To participate, speakers must submit a Request to Speak Form to the City Clerk and reside within the Lawton city limits. Each speaker is allotted 3 minutes, with a maximum of 9 minutes per topic, and Audience Participation is limited to 30 minutes total. All participants are expected to follow the Rules of Decorum as outlined in Council Policy 1-6. Adjournment The City of Lawton encourages participation from all of its citizens.
