Consider approving a resolution amending the City of Lawton FYE26 budget, as amended, to appropriate $14,300.00 to the Lakes Division's Repair and Maintenance account per paragraph B.2 of Section 19-4-411, Lawton City Code, and $30,000,000.00 to the 2019 Capital Improvement Fund for capital improvement projects. 10. Consider approving a resolution amending Appendix A, Schedule of Fees and Charges, Lawton City Code, 2015, pertaining to Article 9-1, Chapter 9, Court, to reduce the prescribed court costs from $34.50 to $30.00. 11. Consider granting easements to PSO across a portion of Bly's Pointe Park and along SE Bishop Road, approving the payment for both easements, and authorizing the Mayor to execute the required documents. 12. Consider accepting a permanent utility easement from Bigillu Enterprises, Inc, and PMS Properties, LLC for the water main relocation project at the intersection of NW Cache Road and NW Goodyear Boulevard for Project #EN2104, authorizing the Mayor and City Clerk to execute documents and payments for the same. 13. Consider approving a Council Approved Revocable Permit for the proposed Dollar General to be located at 3608 E Gore Blvd to park, maneuver and install landscaping on a public utility easement along the north side of E Gore Boulevard, and take action as deemed necessary. 14. Consider approving a Council Approved Revocable Permit for Bless Day Learn & Play Daycare located at 223 SW 12th Street to park, maneuver and install landscaping on the street right-of-way along the west side of SW 12th Street, and take action as deemed necessary. 15. Consider approving a Utility Relocation Agreement with Public Service Company (PSO) for project EN2104 US-62 Interchange in the amount of $721,928.00 for the relocation of its existing electric utility infrastructure. 16. Approve the installation of deaf child signs at 929 SW 60th Street. 17. Consider approving an Agreement for Limited Services in the amount of $1,500.00 between the Mayor's Commission on the Status of Women and the City of Lawton to fund activities designed to identify and assist with issues specifically related to women and authorize the Mayor and City Clerk to execute the agreement. 18. Consider approving a Funding and Limited Support Agreement with the Lawton Metropolitan Area Airport Authority for the renovation and remodeling of Lawton Airport facilities, contingent upon the Lawton Metropolitan Area Airport Authority also approving the agreement. 19. Consider approving a Professional Services Agreement with Griffin Planning and Consulting, in an amount not to exceed $100,000.00, funded through Community Development Block Grant (CDBG) funds, to assist in the preparation of the City of Lawton’s Annual Action Plan and Consolidated Plan for Community Improvement Initiatives, and authorize the Mayor and City Clerk to execute the agreement. 20. Consider awarding contract RFPCL26-005 ATM Services to LTD, LLC to provide ATMs at the Animal Shelter, City Hall, Lakes Headquarters, Public Safety Facility, and Aquatic Center in Elmer Thomas Park. 21. Consider awarding contract CL26-003 Nuisance Abatement to Blade & Bloom, LLC, and OPW Commercial Services. 22. Consider approving a Statement of Work with CivicPlus in the amount of $6,597.60 for the 2025 republication of the Lawton City Code. 23. Consider authorizing the City to adopt Dell Technologies’ comprehensive cloud-based backup solution for $44,444. 37 for a twelve-month period. This system will securely store our data across three geographically diverse locations within the United States. It features advanced ransomware protection and recovery tools to keep our data safe from cyber threats. Dell Technologies is an approved vendor under Oklahoma State Contract SW1020D. 24. Consider approving a Change Order for project CAP24-0171, 1702 SW N H Jones Avenue, for delay of start due to DEQ approval and utility sign offs. 25. Consider and take action in approving Change Order no. 1, reducing the contract by $662,942.45, accepting the project in the final contract amount of $8,977,327.55, and placing the maintenance bond into effect for the Cache Road Waterline Replacement Project 12" PU 2303 for waterline replacement as constructed by Cimarron Construction Company. 26. Consider approving Amendment No.1 - Roundabout Intersection Design- for Freese and Nichols on the design of Engineering Project EN2303 - Sheridan Road (SW Bishop Rd. to Lee Blvd). 27. Consider approving ES2 for the upgrade of HVAC controls at City Hall, costing $197,200. Thus, ensuring consistency with the systems already in place across other City buildings. Sole source number, SS25-18 identifies ES2 as a sole-source provider, approved by the City of Lawton Finance Department. 28. Receive notice from Building Division that a special Construction permit was issued pursuant to Section 16-4-2-424.9 of Lawton City Code to allow the electrical contractors to work on Saturday, October 4, 2025 at 7084 W Gore Boulevard. 29. Consideration and Acceptance of a donation from the Thunder Community Foundation in the amount of $21,360.00 and Approval of the Court Refurbishing Agreement. 30. Approve a modification to Council Policy 10-5, Neighborhood Traffic Calming Policy, by adding a statement regarding specialized traffic warning signs. 31. Approve the City of Lawton and Comanche County Emergency Operations Plan (EOP). 32. Consider authorizing City Staff to apply for the Rural and Tribal Assistance (RTA) grant. 33. Consider holding a public hearing and considering an ordinance for a change of zoning for the property located on the north side of SW Washington Avenue between SW 17th Street and SW 18th Street, which is the south half of Block 7, Lawton View Addition, from the R-1 Single-Family Dwelling District to R-2 Two-Family Dwelling District zoning classification, and take action as deemed necessary. 42. Consider holding a public hearing and considering an ordinance for a change of zoning for the property located on the south side of SW NH Jones Avenue between SW 18th Street and SW 19th Street, and the property located on the north side of SW Douglas Avenue between SW 18th Street and SW 19th Street, which is the entire Block 62, Lawton View Addition, from the R-1 Single-Family Dwelling District to R-2 Two-Family Dwelling District zoning classification, and take action as deemed necessary. 43. Consider holding a public hearing and considering an ordinance for a change of zoning for the property located at 1420 NW 67th Street, Lawton, from C-1, Local Commercial District to C-4, Tourist Commercial District zoning classification, and take action as deemed necessary. 44. Consider approving a resolution declaring the intent to consider approval of a proposed major amendment to the Downtown Economic Development Project Plan and proposed tax increment districts under the Local Development Act; directing preparation of a proposed Third Amended Downtown Economic Development Project Plan; reconvening the review committee; directing the review committee to make findings as to eligibility and financial impact, if any, on taxing jurisdictions within the districts; directing the review committee to make a recommendation with respect to the proposed Third Amended Downtown Project Plan; and directing the Planning Commission to make a recommendation with respect to the proposed Third Amended Downtown Economic Development Project Plan. 45. Consider approving an ordinance modifying Section 2-3-2-312, Division 2-3- 2, Article 2-3, Chapter 2, Lawton City Code, 2015, pertaining to Boards, Commissions, and Committees by establishing that members of the City Planning Commission nominated by elected officials shall serve terms that run concurrent with the nominating official; once all members are synced with the nominating official, terms shall be for a period of three (3) years; providing for severability; and establishing an effective date. 48. Consider approving an ordinance amending Section 2-3-13-383, Division 2-3- 13, Article 2-3, Chapter 2, Lawton City Code, 2015, pertaining to Boards, Commissions, and Committees by establishing that members of the Mayor's Commission on the Status of Women shall serve terms that run concurrent with the nominating official; allowing for staggering alignment of mayoral appointments until 2028; establishing all subsequent terms shall be for a three (3) year period; providing for severability; and establishing an effective date. 49. Consider approving an ordinance amending Section 2-3-10-367, Division 2-3- 10, Article 2-3, Chapter 2, Lawton City Code, 2015, pertaining to Boards, Commissions, and Committees by establishing that members of the Parks and Recreation Commission nominated by elected officials shall serve terms that run concurrent with the nominating official; once all members are synced with the nominating official terms shall be for a period of three (3) years; providing for severability; and establishing an effective date. 50. Consider approving an ordinance amending Section 2-3-20-404, Division 2-3- 20, Article 2-3, Chapter 2, Lawton City Code, 2015, pertaining to Boards, Commissions, and Committees by establishing that members of the Veteran Affairs Committee nominated by elected officials shall serve terms that run concurrent with the nominating official; once all members are synced with the nominating official, terms shall be for a period of three (3) years; providing for severability; and establishing an effective date. Staff Reports 51. Receive a presentation and consider approval for a resolution authorizing a City-Wide No-Cart-November event. Executive Session 52. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss the pending action in the United States District Court for the Western District of Oklahoma titled, Jose Arciniega and Dante Guzman v City of Lawton and Clear Creek Development, LLC, Case number CIV-24-1039-HE, and if necessary, take appropriate action in open session. 53. Pursuant to Section 307B.4, Title 25, Oklahoma Statutes, consider convening in executive session to discuss an action relating to litigation against Settling Defendants and other defendants, which actions are currently pending in the multi-district litigation styled, In Re: Aqueous Film-Forming Foams Products Liability Litigation, MDL No. 2:18-mn-2873 (D.S.C.) (the “MDL”) and Case No. 2:23-cv-03230, to resolve claims relating to PFAS contamination, and if necessary, take action in open session. Audience Participation Lawton citizens who have completed a Request to Speak Form and wish to address business not listed on the agenda may step forward at this time. To ensure compliance with the Oklahoma Open Meeting Act, the Mayor and Council will receive comments but will NOT engage in direct responses. However, they may refer matters to the appropriate department or individual for further consideration and follow-up action.
